The Ayuntamiento de Coín opens another Foreigners Department!
For two years and four months, the Foreign Residents’ Department in Coín was run by volunteers who freely and willingly gave up their own time to help others negotiate their way through the complexities of the local town hall legislation and procedures.

Originally started by Coín residents Terry Clear and Yasmin Rogansky, the service not only offered local residents the chance to make complaints to the council about street lamps that didn’t work or potholes in the roads, it also supported people on broader issues relating to other services in Spain such as dealing with Endesa or Telefonica.

Thanks to the efforts of Terry, Yasmin and later on, Petra Coumans, many foreign residents were helped in their own language and many more were given advice on how to register on the Padrón, a simple head count that forms the basis of funding from the central government to the town council in Coín.

In addition to running the Foreign Residents’ Department, Terry and Yasmin were also the driving force behind Coín’s two very successful International Days, highlighting the mix of cultures, cuisine and music to be found in the town. Backed by the then councillor, Danny Hendrikx, the events were testament to the town hall’s commitment to an inclusive community.

As a part of the political wrangling that took part in Coín during the run up to the local elections in May 2011, the volunteers at the Foreign Residents Department found themselves out of a (voluntary) job.

With a new administration in place, the town council has now started to offer assistance to foreign residents again by providing English speaking residents the chance to come to the Casa de Cultura in the town, where every Friday morning there will be a council officer on hand who can speak English.

Although the service is not as comprehensive as before and has a much more limited remit, the town hall is nonetheless trying to offer a service to those that are not fluent Spanish speakers.


You can now register for “Empadron” (similar to an Electoral Roll) at the Foreigners’ Department. Click here to find out what this means and how you can become registered to vote in Coin.  This registration is important as the local Council receives funding and other services based on the number of people registered.  It also affects other services such as the Library Service of Andalucia that allocated foreign language books to town libraries, based on the nationalities of those registered with the local council.
